Waqar A. Mirza

Director, Outreach Health Services and Clinical Laboratories

Waqar A. Mirza provides strategic and operational leadership for AKUH’s network of Clinical Laboratories, Medical Centres, and Outreach Health Services across Pakistan. He leads multidisciplinary teams focused on expanding access to high-quality, patient-centred healthcare services, while driving healthcare strategies, governance, operational excellence, and digital innovation. His mandate includes strengthening governance frameworks, leading Electronic Health Record (EHR) implementation, and ensuring compliance with regulatory requirements and international standards, including JCI and CAP accreditations.

Mr Mirza has spent over 15 years at AKUH, progressing through increasingly strategic roles. Starting as a Management Engineer focusing on hospital-wide process optimisation, he subsequently served as Manager of Planning and Cost Control, and Business Manager for Heart, Lung and Vascular Services. Prior to his current role at AKUH, he was Senior Manager of Risk Management, where he established enterprise risk frameworks across Pakistan and Afghanistan and relaunched the Safe Disclosure Programme.

Outside AKUH, Mr Mirza has held significant leadership positions across the healthcare, technology, and government sectors. Notably, he served as Chief Operating Officer and later Chief Executive Officer of IMC Hospital in Lahore where he led major operational, digital, clinical governance, and accreditation initiatives. There, he successfully transformed the 125-bed tertiary care hospital, developed and implemented the EHR system, and launched kidney and corneal transplant programmes.

Mr Mirza holds a Master of Science in Engineering Management from CASE Islamabad – UET. He is a certified Project Management Professional (PMP) and possesses a Six Sigma Green Belt from the Singapore Quality Institute. Additionally, he holds a Certificate in Enterprise Risk Management from Informa and is an IRCA UK Registered ISO 9001:2000 Auditor.

His leadership philosophy centres on putting patients first, developing people, leading with accountability, and fostering a culture of collaboration, innovation, and continuous improvement. Mr Mirza is committed to strategically expanding and transforming the Outreach Healthcare Network across Pakistan by leveraging technology, automation, and sustainable models of care to bring quality healthcare and faster diagnostics closer to the communities we serve.
